    This is a fantastic article in Horses and People Magazine that explains that the original rule book for Dressage, which remains in place today, stipulates that horses must be given the freedom to perform, with a long neck and "entire head in front of the vertical". This is critical for horse welfare. Yet apparently many elite Dressage riders do not follow the rule book, hence they are "mostly ridden with a compressed throatlatch and the forehead on or behind the vertical". Thank You to Horses and People Magazine for reporting on such a critical issue.
